Francis J. Flynn, PE - Consulting Engineer

Frank Flynn has over 30 years of experience in the electric power industry working in several capacities, including design, development, commissioning, project engineering, project management and control center operations.

Prior to joining EIG, Frank worked for National Grid, one of the largest utilities in the US.  These experiences give Frank a solid background in the consulting, engineering and project management areas of the electric power industry.

Frank began his career in the electric industry at the New England Power Exchange (NEPEX), the operating arm of NEPOOL, which is a predecessor company to Independent System Operator – New England (ISO-NE).  While at NEPEX, he was an engineer involved on the Energy Management System (EMS) project.

Following NEPEX, Frank work for the Rhode Island - Eastern Massachusetts and Vermont Energy Control (REMVEC), where he work on the EMS upgrade project, specializing in the area of State Estimation, Power Flow, Security Analysis and Power System Modeling. During his time with REMVEC, he spent time on a special assignment and worked on the commissioning of the Hydro-Quebec/New England High Voltage Direct Current (“HVDC”) Phase II Project, a 2,000 MW HVDC Interconnection.

Frank has spent time as an engineer in the HVDC Engineering group of New England Electric System (NEES, now National Grid US) prior to moving to Control Center Dispatch Organization within National Grid.  During this time Frank led the effort as Project Manager for the specifying, design, development, installation and commissioning of the first EMS for the NEES Companies.  This project included the consolidation of four control centers into two and the consolidation of one EMS and three SCADA systems into one as well as other infrastructure changes required for the consolidation of operations.

Frank has held other key assignments while at National Grid, such as Control Center Y2K coordinator, Project Manager for the consolidation of the EUA Control Center and SCADA system into the merged company with National Grid, and the Distribution Dispatch Consolidation Project.  His most recent assignment, prior to leaving National Grid, was as Project Manager for a $40M project for the upgrade/replacement of three EMS systems in New England, New York and Long Island from different vendors to a common vendor.

Frank holds a Bachelor of Science Degree in Electrical Engineering from the University of Lowell and a Master of Science Degree in Power Systems Management from Worcester Polytechnic Institute (WPI).  He is a Registered Professional Engineer in the State of Massachusetts.  He is a member of the Institute of Electrical and Electronics Engineers (IEEE) and its Power Engineering Society.
