                         Assignments

Below are short descriptions of representative assignments EIG has completed in its various service offering categories.  These descriptions will hopefully paint a more complete picture of the services EIG can provide.

> Strategy And Planning

Market Entry Studies - A large renewable energy supplier retained EIG to prepare several reports on various market areas in the US as it considered strategies for potentialy entering these markets.  These reports covered structures of energy and capacity markets, operation and interconnection to the transmission system, and aspects of each area of particular interest to renewable suppliers such as the state of renewable portfolio standards and potential market rule changes that would impact renewable products.

New Generation Development Study - An ISO retained EIG to perform an analysis of power plant development issues and challenges relative to several key geographic areas within its jurisdiction.  This analysis included investigation and evaluation of regulatory issues, property availability and taxation, fuel supply availability and cost, electric transmission connectivity, electric energy and capacity pricing, and comprehensive project economics and financing issues.

Merchant Transmission Business Evaluation - A large energy company engaged EIG to evaluate potential target areas, strategies, and specific projects to assist in developing a merchant transmission business.  This evaluation included assessments of potential markets, stakeholders, competition, and available technology.

Distributed Generation Business Evaluation - EIG assisted an independent power producing (IPP) client who operates over 4000 MW of fixed-station generation to strategically evaluate the advantages and disadvantages of entering the distributed generation (DG) business.  Three DG marketing opportunities were identified, their economics and risks evaluated, and potential customers identified.

> Conception and Development

Wind Energy Site Evaluation - EIG worked with a project developer specializing in renewable power projects to develop a wind energy generation business by completing a series of planning and screening studies.  Sites for 50 MW - 200 MW wind farms in six states were assessed to determine their ability to be connected to existing utility systems.  Assessments included utility, regulatory, reliability, and power system planning issues.

Expert Testimony for Regulatory Processes - EIG prepared expert testimony for a large IPP client in support of 500 MW power plant's regulatory approval process. Testimony topics covered the plant's electrical design, power system and reliability studies, and transmission interconnection and reinforcement issues.  Over time, EIG personnel have presented testimony for a variety of substation, transmission and generation projects representing over 10,000 MW of power transfer capability.  Regulatory bodies addressed have included the US Department Of Energy and several state utility regulatory bodies.

Facility Design Basis Development - Several clients have retained EIG to assist in the development, preliminary engineering, and scope definition of transmission delivery and interconnection facilities associated with conventional and renewable generation.  Along with preparation of conceptual designs, we have developed several tools to help streamline and organize this process which involves strategic and tactical management of host utility and engineering/constructor resources, requirements, and contracts.

> Execution and Project Management

Large Transmission Project Organization and Management - a large investor-owned utility company engaged EIG to assist in high-level planning and management for several large-scale 345 kV transmission line projects.  EIG's efforts included developing an overall engineering and construction program, preparing specifications and analyzing bids as part of an RFP process for various EPC contracts, and coordinating power system studies associated with line design and construction staging.

Host Utility Interconnection Management - EIG supplied electrical engineering and interconnection project management services to an IPP client to connect over 4500 MW of fixed-station generation at five different locations in the United States. Duties included acting as Owner's Engineer for all electrical issues and Project Manager for all transmission/substation interconnection work.

IPP Interconnection Management - EIG supplied project management services to a large electric utility in the northeastern US for the interconnection of 700 MW of IPP generation to its system.  Duties included acting as Owner's Engineer and project coordinator for all electrical interconnection issues.

> Engineering and Analysis

Incident Analysis - EIG completed an analysis of an electrical incident involving human injury at a large power plant.  To complete this analysis, a comprehensive forensic assessment and subsequent relay/control/safety system analyses were required.

Technology Application - EIG completed, for a nationally known electrical consultant/constructor, an evaluation of a new ultra-compact high voltage direct current transmission line configuration.  Topics analyzed included civil design, electrical safety code compliance, EMF (electric and magnetic field) effects and cost.

Technical Data Preparation - Several IPP clients have called upon EIG to assist in preparing documentation required to properly integrate their facilities into the host ISO's planning and operations systems.  This work included preparation of specific technical data on each generating unit and development/synthesis of dynamic modeling information.

> Due Diligence

Technology Risk Assessment- EIG was engaged by a large energy company to perform a comprehensive design review, factory qualification, and technology risk assessment of a new controllable power flow device with potential applications in merchant and utility transmission projects.  Two well known AC power system technologies are combined to enable this device to deliver 100 MW blocks of highly controllable, bi-directional power without use of DC conversion processes.

Project and Facility Evaluation - EIG completed an analysis of a large merchant transmission opportunity involving two 600 MW high voltage direct current (HVDC) transmission ties for a potential investor.  Issues analyzed involved HVDC system design, HVAC interconnection design, and licensing, regulatory and environmental issues.
