Frank Flynn has over 38 years of experience in several capacities of the electric power industry, including design, development, commissioning, project engineering, project management, and control center operations. Additionally, Frank has extensive knowledge in power system operations at both the local and regional levels. Prior to joining EIG, he worked for National Grid USA Companies (formerly New England Electric System). In addition to working on and managing various projects, he represented National Grid on Northeast Power Coordinating Council’s (NPCC) Task Force on Infrastructure Security and Technology, for a time serving as its chairperson. Frank holds an MS and a BS in Electrical Engineering and is a Registered Professional Engineer (P.E.). He is also a member of the Institute of Electrical and Electronics Engineers (IEEE) and its Power & Energy Society (PES).

Key Assignments

  • Greater Boston Portfolio of Projects: Performed outage planning services for an approximately $250-$300 million portfolio of projects known as the Greater Boston Solution in Northeast Massachusetts and New Hampshire. The work encompasses coordination on National Grid’s portion of the Greater Boston & Non-Greater Boston area projects in order to minimize outage conflicts, where outages are a constrained resource. The Greater Boston Solution encompasses modifications at approximately 10 substations and 18 transmission lines.
  • Primary Control Center Project: Assisted the New York Independent System Operator (NYISO) in justifying a $45 million project which provides for the construction of a new state of the art primary control center and related office space and for renovations to make the former primary control center the alternate/backup control center
  • New England East West Solution Portfolio: Performed outage planning services for a $600M portfolio of projects known as the New England East West Solution (NEEWS) in Rhode Island and Massachusetts encompassing modifications at 16 substations and 18 transmission lines
  • SCADA Commissioning Project for Distribution Control Center: Led the commissioning effort for the Liberty Utilities SCADA system for their electric distribution control center in New Hampshire.
